Erie County - The Town of Hamburg Town Board, as lead agency, has determined that the proposed Lowe's Home Improvement Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves the rezoning of 36.15 acres of land from R-2, R-3 and C-1 and C-2 and subsequent site plan approval in order to construct a 139,410 s.f. Lowe's Home Improvement Center and develop out parcel(s) in the front of the site. The project is located on the north side of Southwestern Blvd. between Sowles Road and Howard Road, in the Town of Hamburg.

Chautauqua County - The Jamestown Board of Public Utilities (BPU), as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Jamestown Clean Coal Project. A public hearing on the Draft EIS will be held on Thursday, December 7, 2006 from 4:30 pm until 8:30 pm (or the close of comments) at the Jamestown High School Auditorium, located at 350 East Second Street, Jamestown, New York. In case of snow or unforeseen circumstances, an alternate date for the hearing will be December 12, 2006 from 4:30 pm until 8:30 pm (or the close of comments) at the James Prendergast Library, located at 509 Cherry Street, Jamestown, New York. Written comments on the Draft EIS will be accepted by the contact person until December 21, 2006. The action involves the BPU proposing to construct a circulating fluidized bed (CFB) boiler that would supply steam to a new steam turbine generator with a net electrical output of approximately 43 megawatts, a fuel and ash handling system, a rail car unloading area, supporting infrastructure, and connections to Jamestown's district heating system. The CFB would be capable of firing a mixture of fuels, including coal and alternative fuels. The CFB boiler would be located adjacent to the site of the existing Samuel A. Carlson Generating Station, at 92 Steele Street in Jamestown. As part of the Project, the BPU is proposing to relocate its Operations Center to a site on Harrison Street in Jamestown to create space for the CFB Plant. The CFB Plant and the new Operations Center are both reviewed in the Draft EIS. The Draft EIS reflects public input from three scoping documents and four public scoping meetings.

Erie County - The Town of Orchard Park Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Knoche Farms Subdivision. Comments on the Draft EIS are requested and will be accepted by the contact person until November 27, 2006. The action involves the development of a ninety-seven lot subdivision on 78.6 acres of vacant land located on the north side of Milestrip Road, west of Transit Road.
