Redevelopment of the former
Seneca Rail Yard facility by CSX-I into a train-to-truck
intermodal facility, to augment shipping and receiving operations of finished goods from
New York-New Jersey Harbors. The overall project will consist of removal of old
buildings, reconfiguration of existing tracks,installation of some new tracks, creation of
seven yard tracks, a paved operation area, a container storage area, a truck access road
and parking lot.
The truck access road will
start at Lake Avenue in the Village of Blasdell and run to the
north, approximately 6000 feet to the proposed operations area of the intermodal facility
in the City of Lackawanna. The access road currently passes through the regulated 100
foot wide adjacent area of State regulated Wetland BU-14. There will be no widening of
the road, so there will be no loss of wetland area. Work will include excavation of
existing substandard soils and a limited amount of clean fill will be added to the access
road to meet required New York State Department of Transportation Standards.

The applicant proposes to
excavate approximately 160,000 cubic yards of clay and topsoil
from a 91.5 acre parcel of land located on the east side of Daniels Road about 1.1 miles
south of its intersection with Youngstown Road. The proposed entrance to the mine is an
old railroad bed. The life-of-mine area is 7.8 acres. The mining operation will involve
excavation by backhoe and front end loader. No processing of material will take place on-site. Reclamation
will be to a 5 acre, 25 feet deep, rectangular pond. The proposed pond
will be used for crop irrigation and drinking water for cattle and horses.
