Negative Declaration

Albany County - The University at Albany, as lead agency, has determined that the proposed Office Research & Technology Building and Clean Room Addition will not have a significant adverse environmental impact. The action involves a new 225,000 square-foot Office, Research & Technology Building, a 15,000 square-foot Clean Room Addition, a possible 3,500 square-foot Central Utility Building, 346 new parking spaces, and related site improvements. The project is located at 255 Fuller Road, Albany, New York.

Delaware County - The Town of Kortright, as lead agency, has determined that the proposed Catskill Watershed Corporation Community Wastewater Management Program (CWMP) for the Hamlet of Bloomville and the Bloomville Stormwater Improvements Project will not have a significant adverse environmental impact. The action involves the Hamlet of Bloomville CWMP project which will include a wastewater collection and treatment system to convey and treat wastewater from the residents and businesses in the Hamlet of Bloomville. The sewage collection system will include 10,370 linear feet of 8-inch PVC gravity sewer main, 1,885 linear feet of 4-inch PVC gravity sewer laterals, 1200 linear feet of 1 1/2-inch HDPE force main, 69 manholes, and 1 grinder pump station. The wastewater facility chosen by the Town in a sand filter for the main treatment of the wastewater followed by subsurface treatment and disposal with a capacity of 30,000 gallons per day. The Bloomville Stormwater System Improvements Project will include improvements to the stormwater collection system along Church Street and Scotch Hill Road and treatment of the stormwater from those streets and the contributing watershed area through the installation of sedimentation control devices and stormwater infiltrators.

The project will include the formation of Bloomville Sewer District No.1, adoption of a Sewer Use Law, amendment to the Subdivision Regulations, amendment of the Town Building Permit and the development of a Wastewater Capacity Monitoring System to ensure that development does not exceed system capacity.
