A public scoping meeting on the draft scoping document will be held on November 14, 2006 at 7:30 p.m. at Village/Town of Mount Kisco Village Hall, 104 Main Street, Mount Kisco, New York 10549, to solicit comments from the public on the scoping document. Written comments on the draft scoping document are additionally requested by the date of the public hearing (November 14, 2006) or no later than November 24, 2006 and should be sent to the Planning Board Secretary, Nancy Placona (Village/Town of Mount Kisco Village Hall, 104 Main Street, Mount Kisco, New York 10549).

DESCRIPTION OF THE PROPOSED ACTION: The applicant, Westchester Residence & Club, LLC proposes to construct a 129-unit independent living senior citizen development on an undeveloped 18.5 acre site that is part of the 51 acre former Swiss Benevolent property (presently owned by the Village of Mount Kisco). Approximately 11.2 acres of the 18.5 acre site would be developed as part of the Proposed Project. The Proposed Project would include 173 parking spaces, comprised of 129 underground and 44 surface spaces. The Proposed Project would disturb steep slopes; 66,000 square feet of wetland buffer, rock outcrop or ledge material by blasting, and would remove mature trees over 100 years old.

The property is located in the Conservation Development (CD) zoning district of the Village of Mount Kisco. The applicant proposes to change the zoning of the site to Planned Residential District (PRD) to permit a senior residential development. The Proposed Project will also require site plan approval; subdivision of an existing 51 acre lot into one 18.5 acre parcel (the Project Site) and one 32.5 acre parcel; Village of Mount Kisco Permit to Disturb Sensitive Natural Area (Steep Slopes and Wetland Buffer), Special Permit for senior housing in a PRD district, NYCDEP Stormwater Pollution Prevention Plan (SPPP), and NYSDEC SPDES permit.

LOCATION: The Proposed Project is located on the west side of Kisco Avenue opposite Holiday Inn Drive, in the Town/Village of Mount Kisco, Westchester County, NY. The site is generally bounded by State of New York property to the north and east, Village of Mount Kisco and private commercial property to the west, and Kisco Avenue to the south. The property's tax identification number is 69.41-4-1.

Dutchess County - The Beacon City Council, as lead agency, has determined that the proposed acquisition of the Hiddenbrooke (Formerly Ursuline) Property by the City of Beacon will not have a significant adverse environmental impact. The action involves acquisition of the Hiddenbrooke (Formerly Ursuline) Property by the City of Beacon. The project is located in the City of Beacon.

Ulster County - The NYC Department of Environmental Protection, as lead agency has determined that the proposed Burns Cove Forest Management Project will not have a significant adverse environmental impact. The proposed action would selectively harvest timber and firewood to release and/or encourage forest regeneration and complete forest stand improvements on 65 acres of land in the Burns Cove, part of the Ashokan Reservoir North Recreation Unit in the Town of Olive, Ulster County. This proposed silvicultural action is part of a long-term forest management strategy on the Ashokan North Recreation Unit to promote younger age classes and diversify the watershed forest age structure. The project includes maintenance of existing culverts and roads to improve drainage from the project area. The project location is Burns Cove, part of the Ashokan Reservoir North Recreation Unit in the Town of Olive, Ulster Country and will be accessed immediately off the south side of the "Old Road" from Route 28 to Jones Cove. All of the proposed actions will be with in NYCDEP owned land.

Ulster County - The NYC Department of Environmental Protection, as lead agency has determined that the proposed Rondout Borrow Pit Forest Management Project will not have a significant adverse environmental impact. The proposed action would selectively harvest timber and firewood to release and/or encourage forest regeneration and complete forest stand improvements on 40 acres of land in the Rondout Basin in the Town of Wawarsing, Ulster County. This proposed silvicultural action is part of a long-term forest management strategy to promote younger age classes and diversify the watershed forest age structure. The project is located Rondout Borrow Pit is in the Rondout Basin in the Town of Wawarsing, Ulster Country and will be accessed from the north side of Route 55A, east of the Trout Creek Bridge. All of the proposed actions will be with in NYCDEP owned land.

Westchester County - The New York State Department of Transportation, as lead agency, has determined that the proposed Shared-Resource Public Safety and Wireless Communications Facility will not have a significant adverse environmental impact. The action involves the installation of a 150-foot tall, multi-user, multi-purpose monopole, with related equipment at the base thereof and secured by a fence. The top of the Facility will support DOT's Intelligent Transportation System traffic monitoring and communications equipment, with additional space reserved at the top for future use by State agencies. The Facility will also support ancillary public utility antennas of Sprint Nextel at the 140-foot level, Cingular Wireless at the 130-foot level, as well as future antennas of governmental agencies and public utilities at lower levels, together with a related equipment shelter for each user at the base thereof. The project site is located on a parcel owned by the State of New York and under the jurisdiction of DOT adjacent to and east of the northbound lane of Interstate 684 near Exit 6A, and west of State Route 22 in the Town of Lewisboro, Westchester County, New York.

Notice Of Acceptance Of Draft EIS And Public Hearing

Ulster County - The Town of Wawarsing Planning Board, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Mahamudra Buddhist Hermitage. A public hearing on the Draft EIS will be held on Thursday, November 30, 2006, at 7:00 p.m., at the Town Hall, Town of Wawarsing, 108 Canal Street, Ellenville, NY. Public written Comment period ends December 13, 2006 at 4:00 p.m. The action involves the Buddhist House of Worship and related Hermitage facilities consisting of a total of approximately 17 buildings and 78,000 square feet on a 90.6 acre site. Project location: northwest side of Cragsmoor Road, approximately 0.5 miles northeast of intersection with NYS Route 52, Town of Wawarsing. Tax parcel 98.1-1-53.200.
