The applicant operates a
rendering facility on Webb Road, Town of Binghamton, Broome
County. Although American Rendering is an existing facility that has historically been
authorized by permit to landspread wastes generated at the facility (waste waters and bio-solids), regulatory
changes have necessitated that American Rendering seek new
authorizations for these activities. Due to the regulatory changes, American Rendering is
required to obtain two new permits: a solid waste permit for the landspreading of the bio-solids
(issued on May 7, 2005) and a State Pollutant Discharge Elimination System
(SPDES) permit for the landspreading of the waste waters. This notice is an indication
that the Department has determined that the application materials associated with the
landspreading of approximately 1.2 million gallons of treated effluent, no more than
30,000 gallons per day, on two fields consisting of 18 and 8 acres respectively is
complete, and is available for public review and comment. Under the proposal,
landspreading of the effluent would be authorized from April 1 through October 31. The
Department has made a tentative determination to approve this application.

The applicant proposes to
operate a new 7.9 acre sand and gravel mine at the end of Pease
Road in the Town of Constantia. The site has previously been disturbed by mining
activity. The mine is expected to operate for approximately 8 years and will be reclaimed
as wildlife habitat by planting native shrubs and trees. The facility proposes to operate
only on Mon-Fri from 7:00am to 5:30 pm with no operation on weekends or holidays.
Truck traffic on Pease Road and Shacksbush is not anticipated to be significantly adverse.
