The applicant, The Town
of Webb, proposes to operate a sand and gravel mine on 991
acre parcel under town ownership. The life of mine boundary will be 1.9 acres with 1.9
acres of affected land proposed for the first permit term. The mine will be operated on a
seasonal basis from April 1 till November 30th. A portable crushing plant will be utilized
on site. This project is subject to sections 807, 808, and 809 of Executive Law and SEQR
equivilent has been performed by the APA.

The applicant proposes to
construct 23,300 lineal feet of water main with 16,000 lineal
feet of service laterals and a 150,000-gallon elevated water storage tank in the town of
Alexandria. The main will be constructed along NYS Route 26, County Route 192 to the
Hamlet of Redwood with the system continuing within the Hamlet. The main will cross 3
regulated tributaries. The project will be in the regulated adjacent area or directly impact
Freshwater Wetlands F-6, F-9, R-6, R-12, R-13. The disturbance will be temporary. This
will authorize The Town of Alexandria's first water supply application for the installation
of a complete water supply and distribution system to serve the Redwood Water District
(as established by Town resolution dated January 21, 2004), and the taking of a supply of
water in amounts of up to 73,000 gallons per day (annual average) from the existing water
supply facilities of the Village of Alexandria Bay.

The applicant proposes to
develop a 166 unit multifamily lot subdivision at the
Willowbrook Country Club, located 4,000' south of Pamelia Center, west of NYS Route
37. A proposed access road would cross approximately 250' of state regulated freshwater
wetland BV-4, a 36 acre Class III shrub wetland, in the course of Philomel Creek, as
mapped on the official map for Jefferson County. A field delineation by Department staff
determined that the crossing site is not in the regulated wetland. However, it is within the
100' regulated buffer area of the wetland. The subdivision would be located in the
northern and western area of the property, maintaining an 18 hole golf course.

The applicant proposes to
expand an existing dolostone quarry from a current life of mine
of 23.8 acres to include an additional 75.2 acres, resulting in a new life of mine of 99.0
acres. The site is located on a 164.46 acre parcel owned by the applicant. The site is
further located south of Catamount Ridge Road, approximately 500' east of County Route
49 (Brookdale Road), and 4.5 milese west of the Hamlet of Brasher Falls. In addition to
the expansion, the depth of the quarry would be lowered and mining would take place
below the water table by approximately 40'. It is anticipated that blasting will take place
several times per year to obtain material for crushing and screening. It is not anticipated
that there will be an increase in truck traffic over current levels. It is anticipated that the
life of mine will be approximately 50 years. Final reclamation would result in a 76.2 acre
lake with the upland area uniformly graded and revegetated.
