167 feet of bulkhead in-place, reconstruct 67 feet of
bulkhead landward of the existing bulkhead and place 1100 cubic yards fill material
landward of the bulkhead as backfill. Apparent high water is located landward of the
bulkhead. The project will result in the loss of approximately 1150 square feet of tidal
wetlands known as shoals and mudflats (SM). The project is located at 20 Shorecliff

The Department has drafted
a permit pursuant to Article 19 (Air Pollution Control) of the
NYS Environmental Conservation Law (ECL) and the Title V of the Federal Clean Air
Act Amendments, and made a tentative determination to approve this application. The
facility is a manufacturer, converter, and printer of heat shrink PVC, PET-G, OPS & PLA
films. The facility, located on Schmitt Blvd, Farmingdale, Town of Babylon, Suffolk
County, operates flexographic and gravure printing presses. Emissions of volatile
organic compounds (VOCs) are expected to be in excess of 25 tons per year. VOC
emissions are controlled through the operation of two catalytic oxidizers. Printing
operations are located buildings 50 and 70 on Schmitt Boulevard and are separately
operating under a State Facility Permit and an Air Registration. The Title V Facility
Permit will combine these operations under one permit. The Application, Draft Permit,
relevant supporting materials and regulations are available for review during normal
business hours at the DEC office provided in this notice. Comments of support or
objection may be made by filing a written statement by the deadline dated indicated. DEC
may schedule a public hearing based on an evaluation of the nature and scope of any
written objections raised. Hearing Notices will contain instructions on filing for party
status and submitting comments. In accordance with 6NYCRR Parts 621.5(d)(9) and
201-6.4(c), the Administrator of the United States Environmental Protection Agency
(USEPA) has the authority to bar issuance of any Title V Facility Permit if it is
determined not to be in compliance with applicable requirements of the Clean Air Act or
6NYCRR Part 201.

proposes to operate a laundromat at 771 Commack Road, Brentwood,

23,000 gallons per day of wastewater treated via a LRF-4AC Alltec filtration system to
groundwater.
The Department
has made a tentative determination to issue a State Pollutant
Discharge Elimination System permit under Article 17, Titles 7 & 8 of the New York
State Environmental Conservation Law. This tentative determination indicates that the
discharge regulated under this statute is considered to satisfy regulatory standards for
permit issuance based on information available to the Department at this time. As a
tentative determination, the Department seeks comments on the proposed regulated
activity prior to making a final decision on permit issuance. As such, this tentative
determination does not signify Department approval for, or endorsement of, the activity
