ENB Region 4 Completed Applications 11/01/2006

The Department has made a tentative determination to approve an application for a modification of the existing SPDES permit for a discharge of treated wastewater into the Hudson River, Coeymans Creek and an unnamed tributary to Coeymans Creek from the applicants wastewater treatment facility located at the CSX Transportation Selkirk Rail Yard Facility located at 1 Bell Crossing Road, Selkirk, NY 12158.  The modification will include the elimination of monitoring for 1,1,1-Trichlorethane, and the reduction of monitoring for phenols, surfactants and phosphorus. Other unsolicited changes to the permit are also proposed due to changes in permitting procedures, formats and new initiatives.  These include requirement to implement disinfection at outfall 001 and the addition of limits at outfall 003.  Also added to the permit is  increased flow monitoring at outfall 004 and updated Best Management Practices to better address stormwater runoff.  A draft permit is available for inspection and comment at the Region 4 Office.

Applicant is proposing to regrade an area (approximately 500' x 1,000') to the south of Runway 3 to correct deficiencies for the Runway Safety Area (RSA) to meet FAA safety criteria.  The project site is located in and adjacent to Freshwater Wetland ST-39.  The RSA will be reshaped to improve drainage and placing of fill to correct excessive grades. The project site is loacted at the south end of Columbia County Airport on the east side of NYS Route 9H and north of NYS Route 66 in the Town of Ghent, Columbia County.
