The applicant proposes to
construct a building and appurtenances to facilitate the aeration
of the upper English Kills as part of the Citywide CSO abatement program. The air
compressor building will be located at 1106 Grand Street in Brooklyn. In order to
construct the building, an existing relieving platform will be removed and a bulkhead will
be constructed with fill placed behind it to support the building. An air header/diffuser
system will be installed at the bottom of the English Kills from the compressor site
upstream to the railroad bridge. The bulkheaded area will be less than that covered by the
relieving platform, and additionally NYCDEP will add 0.4 acres of wetland restoration at
the Alley Creek restoration project to offset the loss.

The Department has made
a tentative decision to approve a total of 188 tons of emission
reduction credits (ERC) for past emission reductions of oxides of nitrogen (NOx) at the
Kings Plaza Total Energy Facility. The reductions are a result of modifying Unit 0-000DG which has documented
past NOx emissions of 296 tons per year and is accepting
an emission cap of 116 tons; and the permanent closure of Unit 0-000CH which has
documented past NOx emissions of 8 tons per year. Since Unit 0-000CH is being shut
down, and Kings Plaza is located in a moderate ozone non-attainment zone, its 8-ton
reduction is subject to 25% retainage by the Department. The specific actions taken to
achieve these reductions were the subject of a previous Title V Permit modification
approved February 1, 2006.
