NOTICE OF COMPLETION OF FEIS FOR THE SARATOGA LAKE INVASIVE SPECIES LONG-TERM MANAGEMENT PLAN

The Saratoga Lake Protection & Improvement District (SLPID) Board met on October 3, 2006 to determine completeness of the Final Environmental Impact Statement of the Saratoga Lake Invasive Species Long-Term Management Plan. No Public comments on the DEIS were received. Having thoroughly reviewed the FEIS the Board determined that the FEIS was complete.

Project Description: In its entirety the project involves a 12 lot subdivision. However, only 4 of the proposed building lots and a portion of the proposed road-lot are subject to Agency jurisdiction due to their location in a Rural Use area, within a designated recreational river area. The four jurisdictional lots include: Lot 7, 9 acres in size with approximately 275+ feet of shoreline on the Hudson River; Lot 8, 3.13 acres in size with approximately 300 feet of shoreline on the river; Lot 9, 3.12 acres in size with approximately 235 feet of shoreline on the river; and Lot 12, the remaining 28.66 acres with approximately 487 feet of shoreline on the river. The construction of one single family dwelling with on-site wastewater treatment system and water supply is proposed on each of these lots.

Location: Snowmobile Trail # 7 - 1.4 miles north of Thendara, and the intersection of NYS Route 28 , Town of Webb, Herkimer County

Project Description: The project is a commercial sand and gravel extraction (i.e. sand and gravel pit) with a with a 1.9 acre life of mine area on a 991 acre parcel of property. The applicant proposes extraction of a maximum of 10,000 cubic yards of sand on an annual basis for a period of ten years. The proposed mining operation will operate from April 1 to November 30, Monday through Friday, 6:00 a.m. to 4:30 p.m. The sand and gravel material mined from the extraction will be used for repair and upkeep of Town projects in the Town of Webb. The equipment to be used in the mining operation includes a front-end loader, bulldozer, dump trucks and portable crusher. The Department of Environmental Conservation, Region 6, has a pending permit application.


Negative Declaration

Washington County - The Fort Edward Town Board, as lead agency, has determined that the proposed Economic, Industrial and Recreational Development Property Acquisition will not have a significant adverse environmental impact. The action involves only the initial property acquisition by the Town. The purpose of this property acquisition is future development in the area of an industrial park or business incubator facility, with additional infrastructure and landscaping to provide public access to waterfront and recreation areas, following use of approximately one quarter of the area as a dewatering site for the Hudson River PCB dredging project. Although several concepts for development of the area will likely be considered, no specific projects have been identified and the Town is not committed to any particular development or, in fact, any development of the site at all. Any future development will be subject to review by the Town Planning Board and any other Involved Agencies under SEQRA as individual projects or as more general development types such as an industrial park or planned development district, or a combination of these review strategies. Actual future development and SEQRA review of its potential environmental impacts will also be somewhat dependent on the effects of the use of a portion of the site in connection with the dredging project which are currently unknown. However, there will be no adverse environmental impacts as a result of this initial property acquisition. The project is located on Towpath Lane, Town of Fort Edward, Washington County.

Washington County - The Town of Argyle, Town Board, as lead agency, has determined that the proposed Local Law No. 2 of 2006- "Mobile Home Local Law of the Town of Argyle" will not have a significant adverse environmental impact. The action involves a local law which repeals Local Law No. 1 of 2003 and adopts a new local law regulating mobile homes and mobile home parks within the Town of Argyle. The project is located within the Town of Argyle.
