This Department has received a request to issue a permit and has drafted an Article 19

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Riverside Industrial Park, Little Falls, NY 13365.  This facility manufactures fiberglass tanks and containers.

The Department has made a tentative determination to approve the application of the Empire Fiberglass State Facility Permit. This State Facility Permit was requested since the facility wants to modify their operation currently under an Air Facility Registration. The State Facility Permit allows the operations of emission units 1-00000, 2-00000, 3-00000, and 4-00000, which includes the operation of spray booths for resin and gel-coat spraying, an area for hand-lay up of molds and products, and the operation of a resin transfer molding operation.  The facility has capped out of Title V Permitting requirements, and 40 CFR 63 Subpart WWWW by tracking and restricting it's emissions of Hazardous Air Pollutants below individual emissions of 10 tons per year and cumulative emissions of 25 tons.  This cap will  also allow the facility to meet Annual Guideline Concentration, Short Term Guideline Concentrations, and table 2 of Part 212.

The draft permit with conditions and application are available for review in the Region 6 NYS DEC office in Utica, New York.
