The Department has tentatively
determined to issue a modification to the current SPDES
permit for the Anderson School for special needs children on Route 9. The modification
consolidates two outfalls (originally # 002 & # 003) into one discharge point, which will
continue to discharge into a stormwater catch basin, which ultimately drains to the
Hudson River. Permitted flow will be increased from 16,000 gallons per day (GPD) to
21,000 GPD due to the outfall consolidation. Outfall #004 has been renamed outfall #002
and remains unchanged. SPDES NY 010 2768.

The
Village of Walden has applied for a Water Supply permit (WSA #10,866) to
develop a new water supply well, Well #8, which is within 450 feet of its existing Well
#7. Well #8 is an eight (8) inch diameter well, approximately 60 feet deep, of which the
first 40 feet is steel-encased to prevent surface waters from entering the well. The bottom
20 feet is screened to allow water from only the sand and gravel aquifer to be drawn into
the well. The Village applied for approval to pump Well#8 at 360 gpm if Well #7 is
turned off. However, the Village has also applied to pump both Well #7 and Well #8 at a
combined rate of no more than 525 gallons per minute.
The
water from this new well would be used in the Village's existing water supply
system. Well #8 is located on Village property, on the north side of Lake Osiris Road, in
the Town of Montgomery, Orange County, New York.

The Department of Environmental
Conservation (DEC) has received an application to
modify the above referenced State Pollutant Discharge Elimination System (SPDES)
permit. This permit currently authorizes the surface discharge of up to 100,000 gallons
per day (GPD) of treated sanitary waste to Tributary #7 of the Woodbury Creek. The
modification requested involves an increase in permitted flow to 320,000 GPD. This
increase in flow is requested for the purpose of accommodating the proposed WP3
subdivision project, which would contribute wastewater to the Highland Lake Estates
Wastewater Treatment Plant (WWTP) when completed.
DEC has made a tentative
determination to issue a modified permit and to take this
opportunity to incorporate updated effluent limits based upon relevant environmental
information. Effluent limits have been drafted with the intention of further protecting the
water quality of the receiving water and the Woodbury Creek watershed resource as a
whole. Additional information on this permit may be requested from or inspected by
appointment at the NYSDEC Central Office in Albany or at the NYSDEC Region 3
Office in New Paltz. Substantive comments must be submitted in writing to the contact

undertake several improvements to the Kinnally Cove, Hudson
River water front park located in the Village of Hastings-on-Hudson. The project
includes the construction of a new timber kayak/canoe launch ramp and a new 100 foot
long wave fence; rehabilitation of an existing 800 square foot beach; the placement of
approximately 200 linear feet of new rip-rap along the shoreline; the removal of two boat
hulls and one stone wall approximately 85 feet long; and the planting of approximately
13,750 square feet of tidal marsh (high and low).
