The Department has made a tentative determination to approve this application for a modification of the existing SPDES permit for a discharge of treated wastewater into the East River (Class I) from a treatment plant at the applicant’s facility located at Hudson Avenue, Brooklyn NY 11201 where the applicant operates a Steam Plant. The modifications in response to the applicant’s request include the removal of Oil and Grease sampling from Outfall 02B due the fact that this waste stream does not contain sources of Oil and Grease. Outfall descriptions have been updated to reflect current operations, including the removal of Outfall 01A.  Best Management Practices requirements have been added to the permit.  A draft permit is available for inspection and comment at the regional office.

The Department has made a tentative determination to approve this application for a modification of the existing SPDES permit for a discharge of treated wastewater into the Hudson River (Class I) from a treatment plant at the applicant’s facility located at 850 Twelfth Avenue, New York NY 10019 where the applicant operates a Steam Plant.  The modifications in response to the applicant’s requests include the removal of sampling requirements for Oil & Grease for Outfalls 02a, 02b, 02C due to due the fact that these waste streams do not contain sources of Oil and Grease. Outfall descriptions have been updated to reflect current operations.  Best Management Practices requirements have been added to the permit.  A draft permit is available for inspection and comment at the regional office.

The modifications in response to the applicant’s request include the removal of Oil and Grease sampling from Outfalls 01A, 01B, 01D and 01E due the fact that these waste streams do not contain sources of Oil and Grease. Outfall descriptions and list of miscellaneous waste streams have been updated to reflect current operations.  Best Management Practices requirements have been added to the permit.  A draft permit is available for inspection and comment at the regional office.

The Department has made a tentative determination to approve this application for a modification of the existing SPDES permit for a discharge of treated wastewater into the East River (Class I) from a treatment plant at the applicant’s facility located at 514 East 60^th Street, New York NY 10022 where the applicant operates a Steam Plant.  The modification in response to the applicant’s request include the removal of monitoring requirements for Aluminum based on historical monitoring results and lack of water quality standard.  Best Management Practices requirements have been added to the permit.  A draft permit is available for inspection and comment at the regional office.

The Department is proposing to modify the SPDES permit for the Arthur Kill Generating Station (AKGS).  The AKGS is an 850 MW oil and gas fired electric generating facility. The facility is located on the east bank of the Arthur Kill and withdraws a maximum of 713 MGD of water as part of a once-through cooling system.

The station consists of two units (Unit 20 and Unit 30), with each unit having four dual flow traveling intake screens, having 1/8 x 1/8 inch screen mesh.  Cooling water is returned to the Arthur Kill through an approximate 900 foot long canal at a point about 525 feet south of the plant.  

This SPDES permit authorizes the discharge of condenser cooling and service water, boiler blowdown, stormwater, and hydro test water.  The modifications to the SPDES permit being contemplated by the Department includes an update of monitoring information, and requires AKGS to submit data and analyses related to impingement and entrainment impacts of the once-through cooling system.  The information will be utilized by the Department to determine best technology available for minimizing adverse impacts to the aquatic resources of the Arthur Kill.  AKGS will also be required to review possible technologies and operational measures to minimize aquatic impacts.  The information is being requested pursuant to 6 NYCRR Part 704.5 and 40 CFR 125 – Subpart J.

The applicant proposes to construct two one-family houses including garages, porches, decks, driveways, drywells and street improvements. The proposed houses are within the adjacent area of NYSDEC regulated Class I Freshwater wetland AR-3 (Richmond Creek). The applicant proposes to establish a deed restricted area of no disturbance between the wetland and the developed area. The project site is located on the northwest side of Mace Street approximately 154 feet west of Hitchcock Avenue, Staten Island Block 2259 Lot 9 (tentative lot numbers 9 & 12).

The Department has made a tentative determination to approve this application for a new permit for existing discharges of infiltrated water and stormwater into the Hudson River (Class I), Upper NY Bay (Class I), Bronx River (Class B), English Kills (Class SD), Newtown Creek (Class SD), Gowanus Canal (Class SD), Dutch Kills (Class SD), Coney Island Creek (Class I) from sump pits located at the following NYCDOT facilities located in Manhattan, Brooklyn, Queens and the Bronx: Manhattan Plaza Underpass, Battery Park Underpass, Eastern Blvd Bridge, Metropolitan Ave Bridge, Greenpoint Ave Bridge, Hamilton Ave Bridge, Hunters Point Bridge and Cropsey Ave Bridge.
