modifications in response to the applicant’s request include the removal of Oil and
Grease sampling from Outfall 02B due the fact that this waste stream does not contain
sources of Oil and Grease. Outfall descriptions have been updated to reflect current
operations, including the removal of Outfall 01A. Best Management Practices
requirements have been added to the permit. A draft permit is available for inspection
and comment at the regional office.

The Department is proposing
to modify the SPDES permit for the Arthur Kill Generating
Station (AKGS). The AKGS is an 850 MW oil and gas fired electric generating facility.
The facility is located on the east bank of the Arthur Kill and withdraws a maximum of
713 MGD of water as part of a once-through cooling system.
The station consists of
two units (Unit 20 and Unit 30), with each unit having four dual
flow traveling intake screens, having 1/8 x 1/8 inch screen mesh. Cooling water is
returned to the Arthur Kill through an approximate 900 foot long canal at a point about
525 feet south of the plant.
This SPDES permit authorizes
the discharge of condenser cooling and service water,
boiler blowdown, stormwater, and hydro test water. The modifications to the SPDES
permit being contemplated by the Department includes an update of monitoring
information, and requires AKGS to submit data and analyses related to impingement and
entrainment impacts of the once-through cooling system. The information will be
utilized by the Department to determine best technology available for minimizing adverse
impacts to the aquatic resources of the Arthur Kill. AKGS will also be required to review
possible technologies and operational measures to minimize aquatic impacts. The
information is being requested pursuant to 6 NYCRR Part 704.5 and 40 CFR 125 –
Subpart J.
