Chemung County - The Town of Big Flats Town Board, as lead agency, has determined that the Town of Big Flats Comprehensive Plan will not have a significant adverse environmental impact. The action involves the adoption of Local Law Number 10 of 2006 Outdoor Lighting Law within the Town of Big Flats, Steuben County, New York. The Local Law is an amendment to the existing Big Flats Zoning Law Section 17.36.240 Outdoor Lighting Requirements. This action is pursuant to Town Law Section 264. The Town Board has thereby determined the adoption of such local law is a Type I Action pursuant the State Environmental Quality Review (SEQR) regulations 6NYCRR 617 for which this Board is declared Lead Agency having completed a coordinated review.
Local Law Number 10 of 2006 Outdoor Lighting Law is the result of a finding that the Town needed to clarify within the Town of Big Flats Zoning Law the potential for impact from lighting sources because of development within the Town. Potential impacts from light sources were identified relating specifically to minimum health, safety (security) and welfare precautions and those instances where light impacts may potentially affect the quality of life of residents who live near new development. Therefore, the purpose of the amendment to the Outdoor Lighting Law is to provide guidance for future development within the Town of Big Flats and to formulate policy on the protection of the health, safety and welfare of residents, those employed within the town and visitors to the Town.

The action involves phase 2, 16 lot phase of proposed 43 lot subdivision on 23.2 acres on Gardner Road in the Village of Horseheads. Single family dwellings serviced with public streets, water and sewer.
