Negative Declaration

New York City (Queens) County - The NYC Department Of Environmental Protection, as lead agency, has determined that the proposed Bowery Bay Wpcp Stabilization & Nitrogen Removal Program will not have a significant adverse environmental impact. The action involves the New York City Department of Environmental Protection proposing to upgrade the Bowery Bay WPCP located on Block 776, Lot 150 in the Astoria section of Queens, New York. The public comment period is September 25, 2006 to October 25, 2006. The proposed action would include the construction of a new Sodium Hydroxide Storage and Feed Facility, the reconstruction of three existing Motor Control Centers, and the replacement/reconstruction of existing equipment. The upgrade would also include additional measures to further enhance the removal of nitrogen from the WPCP effluent under NYCDEP's Biological Nitrogen Removal (BNR) program. Construction activities would be within the existing plant boundaries and are expected to last approximately 58 months. These improvements would ensure continued permit compliance and enhance overall plant performance and efficiency. The Bowery Bay WPCP is located at 4301 Berrian Blvd. in Astoria, Queens, New York.

New York City County - The NYC Board of Standards and Appeals, as lead agency, has determined that the proposed 122 Greenwich Avenue, Manhattan will not have a significant adverse environmental impact. Public comment period ends October 25, 2006. The action involves a zoning variance request pursuant to Zoning Resolution Section 72-21 to facilitate the Variance pursuant to Z.R. 72-21 to allow an eleven (11) story residential building with ground floor retail and community facility uses on a site zoned C6-2A and C1-6. The proposed building would contain 36 dwelling units and would be non-complying with respects to floor area, lot coverage, rear yard, height and setback, inner court, and elevator bulkhead requirements; contrary to Z.R. sections 23-145, 35-31, 23-47, 35-24, 23-633, 23-851 and 33-42.
