Project Description:
The applicant proposes to mine unconsolidated sand and gravel over a 5 year permit term from a new 10 acre mine facility on a 68.6 acre parcel of land owned by Carl Taylor on the north side of Gifford Road.  No surface waterbodies or protected wetlands are to be impacted.  The affected land will be reclaimed to pasture/field.  Mining and reclamation plans are available for review in the Syracuse Office.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Town proposes to serve up to 50,500 gallons per day of water from OCWA to the district extension areas identified as Phase C.  Temporary impacts to natural resources during construction include 0.07 acres of state wetland and 1.38 acres of the protected wetland adjacent area with an open trench, including Shanty Creek, Class C(t).  Erosion and sediment control measures shall be implemented to reduce or eliminate water quality impacts. The application and project plans are available for review in the Syracuse Office.
