ENB Region 4 Completed Applications 09/20/2006

The applicant proposes to construct two single family residences on a 19.6 acre parcel of land at 967 Kings Road.  Construction of a driveway for access to the property will necessitate placing fill in up to 0.29 acres of federal wetlands and 80 linear feet of an unnamed tributary to the Lisha Kill.  As mitigation for the wetland impact, 13.71 acres of the property will be placed under a deed restriction which will preclude any future development on those lands in perpetuity.

The applicant proposes to expand an existing sand and gravel pit from 3 acres to 26.86 acres of which 8.6 acres is proposed to be disturbed in the next 5 year permit term. The applicant also proposes the addition of a portable screening unit of less than 150 ton per hr capacity for onsite processing.

The applicant proposes to place a bottomless arch culvert over an unclassified stream, which is tributary to the Lisha Kill, a Class B(T) stream, in order to accommodate the parking lot and roadway for a proposed 74-bed adult home, to be constructed on a 4 acre parcel of land.  The span will consist of two 20 foot wide sections, to be separated by an existing culvert in the stream, and will span a total length of approximately 120 linear feet.  The project site is located at 3359 Consaul Road just north of the access roads to Mohawk Commons and the O.D. Heck Developmental Center.
