The applicant proposes to
to construct a roadway crossing of State-designated Freshwater
Wetland PV-2 (Class II) to serve a proposed 10-lot residential subdivision to be known as
Tamarack Heights. The project site is located on a 37.9 acre parcel located generally on
the west side of Tamarack Hill Drive. As proposed the 30-foot wide crossing would
result in the permanent loss of about 0.29 acre of State-designated wetlands and 0.22 acre
of regulated 100-foot adjacent area. To offset wetland losses, the expansion of
Freshwater Wetland PV-2 by 0.35 acres is proposed elsewhere on the site. In addition, a
Stormwater Pollution Prevention Plan has been prepared and will be implemented in
accordance with the SPDES General Permit for Stormwater Discharges from
Construction Activities (GP-02-01). A portion of one stormwater detention basin would
also be located within the regulated 100-foot wetland adjacent area.

The applicant proposes
to modify a portion of Freshwater Wetland OL-42 (Class III) and
its 100 foot adjacent area to construct an access roadway, stormwater detention basin, and
drainage improvements in conjunction with the construction of a ten (10) lot residential
subdivision on a 35+acre parcel. The total area of disturbance to the wetland is 0.33 acre;
the total area of disturbance to the adjacent area of the wetland is 1.39 acre.
Approximately 0.37 acre of new wetland will be constructed within the adjacent area at
the project site as mitigation; an additional 0.31 acre of shallow water quality basin is
designed to incorporate wetland features. The project is located on the south side of
Lockwood Lane, approximately 1000 feet east of Barrett Hill Road in the Town of
Carmel, Putnam County. A stormwater management plan has been prepared and is
available for review.

100 foot adjacent area in order to construct various improvements to an existing single
family residence on the northeastern shore of Lake Waccabuc, Class A. Activities
proposed within the Freshwater Wetland are extension and repair of an existing
boardwalk, removal of an existing underground storage tank (UST) and shed, addition of
a grinder pump to the existing septic system, and planting of native wetland vegetation as
mitigation; activities proposed within the adjacent area include reconstruction of an
existing garage, replacement of an existing paved parking area with new gravel parking
area, and planting of native wetland vegetation as mitigation. The total area of
disturbance to the Freshwater Wetland is less than 0.01-acre; the total area of disturbance
to the adjacent area is 0.025-acre. The project is located on the south side of Cove Road,

The Department has made
a tentative determination to approve this application for a new
SPDES permit for an existing surface discharge from an outfall (Catskill Influent
Chamber) at the Kensico Reservoir (Class AA). The outfall ( No. 001 ) is located near
the northern terminus of the Kensico Reservoir and reflects the routine transfer of
approximately 400 million gallons per day (MGD) of drinking water from Ashokan
Reservoir to Kensico Reservoir via the Catskill Aqueduct as part of on-going drinking
water supply operations for the City of New York. Aluminum sulfate (alum) and sodium
hydroxide (caustic) may also be added periodically to the discharge in order to control
turbidity and enhance disinfection. Additions of these treatment chemicals would be
conducted at the existing Catskill Alum Plant (CATALUM) located in Pleasantville in
the Town of Mount Pleasant, and would occur only after the NYS Department of Health
has determined that such treatment is necessary to protect public health. The draft permit
contains requirements intended to minimize the duration of such chemical treatments, and
includes monitoring and reporting of flow, turbidity, total suspended solids (TSS), and
temperature. The project involves no new construction. Outfall No. 001 is located near
the northern terminus of the Kensico Reservoir, south of Nannyhagen Road in the Town
of Mount Pleasant, Westchester County. A revised draft permit is available for inspection
and comment at the regional office. This Notice supercedes the Notice of Complete
Application which was published the week of February 13, 2006.
