Project Description:
The Department has made a tentative decision to approve emission reduction credits (ERCs) for past emission reductions of oxides of nitrogen (NOx) which were the result of reconfiguring Unit U-FAC02 of the Warbasse Power Plant. This consisted of decommissioning combustion turbines 4 and 5 by permanent removal of the ignition coils of each, and by the addition of an emission cap on Boiler 3. These actions were the subject of a previous ENB notice dated 05/03/06. The Department intends to certify 27.2 tons of NOx Emission Reduction Credits as requested by the applicant. The application and supporting documentation are available for review at the Region 2 Office.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Oct 20 2006.
