The applicant proposes construction
of a 416 attached unit, age-restricted residential
complex within 23 buildings, associated indoor recreation area, outdoor pool and parking
on a 19.19 acre site. The site is currently improved with a multi-family residential
complex, parking areas, ball field and tennis courts that will be demolished as part of the
proposed project. A freshwater drainage channel occurs adjacently west along the length
of the property. Three concrete headwalls within the channel and associated with the
existing drainage system are proposed to be removed. The extent of the channel lies
within five feet of the property at the nearest point. The property is largely developed up
to the western property boundary. Public water and sewer would service the proposed
facility. The subject property is located on the north side of Front Street approximately
1,007 feet west of Merrick Ave and east of the Meadowbrook Parkway, NCTM#Section
50-Block 340-Lots 461 & 481, East Meadow, Hempstead Town, Nassau County and a
portion of the proposal is within 100 feet of East Meadow Brook (state regulated
freshwater wetland # F-1).

remove and replace in the same location and 2 ft. higher 103
linear feet of bulkhead. Dredge 20 ft. seaward of the replacement bulkhead to a
maximum depth of 4 ft. below mean low water with resultant 40 cubic yards of dredged
material to be used as backfill. Install a "forklift" type boatlift supported by a piling
against the bulkhead. Remove existing ramp and floats and replace upon completion of
bulkhead. The property is located at 69 Romana Drive, Hampton Bays, Town of
Southampton, County of Suffolk on Murphy's Cove.

The applicant has requested
a general permit pursuant to 6NYCRR Parts 621, 661, 663,
& 666 to authorize the conduct of certain minor utility installation, repair and
maintenance activities in the adjacent areas of New York State regulated freshwater, &
tidal wetlands & Scenic/Recreational River Corridors throughout Suffolk & Nassau
counties. Examples of authorized activities include work on gas valves and regulator
stations, transformers, cable lines, pipes, utility poles & manholes. Trenching and
trenchless technologies would also be employed. With the general permit, KeySpan
would not be required to obtain individual NYSDEC permits for activities authorized
under the general permit. A streamlined notification and reporting system would be used
for qualifying activities. The draft general permit is available for review from the contact
person at the NYSDEC, Division of Environmental Permits, Stony Brook office.
