supply permit to serve water to the planned Pleasent Acres Subdivision. The project
includes approximately 4,500 feet of 8 inch water main and 5,000 feet of service line to
107 service connections to provide up to 23,300 gpm from the DANC water line via
Pamelia Water District #5.

This Department has received
a request to modify an existing permit and has drafted an
Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State
Facility Permit, at the facility located at Utica Cutlery Company, 820 Noyes St, Utica, NY
13502 in Oneida County. The facility is a manufacturer of pocket knives. The
modification has been proposed to add a cyclone particulate-control device to the permit
and also to change the regulatory approach for an existing trichloroethylene degreaser.
There have been no physical changes to this degreasing unit and no increase of
trichloroethylene emissions are expected. This modification of regulatory approach will
place a new reduced limit on trichloroethylene emissions to 975.5 pounds per month. The
draft permit with conditions is available for review in the Region 6 offices in Utica and
Watertown, New York.

The applicant requested
a Water Quality Certification as part of its Federal Energy
Regulatory Commission license amendment request for its Lower Raquette River Project
- FERC No. 2330. The Lower Raquette River Project consists of the Norwood, East
Norfolk, Norfolk and Raymondville hydroelectric development on the Raquette River in
St. Lawrence County, New York.
The amendment request is
for turbine maintenance upgrades at all four developments.
Existing fixed-blade turbines will be replaced with variable-pitch turbines, and the
developments will be operated in a run of river mode rather than the current store and
release mode. A draft water quality certificate is available for public review at the DEC
Region 6 office.
