Applicant proposes to fill
a sunken barge with rock to act as breakwater for existing
marina. The barge is 125'L x 30'W, approximately 125' from shore. Approximately
8,200 cubic feet of rock will be placed inside the barge. Under previous DEC permit
issued in 1992 another barge at this site was filled with rock for this same purpose. The
project is located just north of the boat ramp in Port Henry, in Lake Champlain.

Increase the vertical height
of the Phase I cell area of the Paper Sludge Management
Facility by 31 feet, thereby increasing the capacity of the landfill cell by approximately
370,000 cubic yards and increasing the useful life of the cell by approximately 45
months. The Phase I cell is part of a 2 cell solid waste management facility permitted by
NYS DEC in 1997. The applicant/permittee proposes to offset increased capacity in Cell
1 by reducing the Phase II cell volume by approximately 370,000 cubic yards. The
permittee expects the additional capacity in Cell I will enable the companies to identify
alternate paper sludge management options that will preclude the need to build the Phase
II cell.
