Facility: SCOTT/FINCH Paper Sludge Landfill
Peters and Kobor Roads
Northumberland, NY 12831
Application ID: 5-4146-00020/00009
Permit(s) Applied for: Article 27 Title 7 Solid Waste Management
Project is Located: Northumberland, Saratoga County
Project Description:
Increase the vertical height of the Phase I cell area of the Paper Sludge Management Facility by 31 feet, thereby increasing the capacity of the landfill cell by approximately 370,000 cubic yards  and increasing the useful life of the cell by approximately 45 months.  The Phase I cell is part of a 2 cell solid waste management facility  permitted by NYS DEC in 1997.  The applicant/permittee proposes to offset increased capacity in Cell 1 by reducing the Phase II cell volume by approximately 370,000 cubic yards.  The permittee expects the additional capacity in  Cell I  will enable the companies to identify alternate paper sludge management options that will preclude the need to build the Phase II cell.
State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
