The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for investigation of the site indicated above.
NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.
NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.

Dutchess County - The Planning Board of the Town of LaGrange, as lead agency, adopted a Positive Declaration of Significance on August 24, 2006 and scheduled a Public Scoping Session for Thursday, September 28, 2006 at 7:00 pm at the Town of LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY 12540, relating to site plan approval for a mixed use development known as "LaGrange Town Center," containing, approximately 623 residential housing units of varying types; approximately 71,500 square feet of commercial space; approximately 93,000 square feet of office space; approximately 22,500 square feet of civic space, and approximately 78,500 square feet of hotel space.

Dutchess County - The Town of LaGrange Planning Board, as lead agency, has determined that the proposed LaGrange Town Center may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on September 28, 2006 at 7:00 p.m. at the Town of LaGrange Town Hall, 120 Stringham Road, LaGrangeville, NY. Written comments will be accepted until 4:00 p.m. October 9, 2006. The action involves a mixed use development, seeking site plan and related administrative approvals pursuant to guidelines for the TC-Residential and TC-Business District, adopted as part of the Town Center Zoning Amendment. LaGrange Town Center will consist of approximately 623 residential housing units of varying types; approximately 71,500 square feet of commercial space; approximately 93,000 square feet of office space; approximately 22,500 square feet of civic space, and approximately 78,500 square feet of hotel space. Proposed accessory uses include a community clubhouse with a pool, exercise room and meeting space, a central common green, a system of pocket parks, sidewalks and walking paths, and required parking, as well as preservation of approximately half the overall site as open space/wetlands and their associated buffers. The project is north of Todd Hill Road, South of Route 55 and east of Lauer Road in the Town of LaGrange.

Dutchess County - The Wappingers Central School District, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed WCSD New Elementary School and Middle School Additions. A public hearing on the Draft EIS will be held on September 18, 2006 at 7:00 p.m. at 167 Myers Corners Road, Wappingers Falls, New York. at 167 Myers Corners Road, Wappingers Falls, New York. Public comment period ends September 30, 2006. The action involves actions on three separate, non-contiguous parcels in three municipalities in Dutchess County: the construction of a new 82,000-square-foot elementary school on a 33±-acre parcel on the south side of NYS Route 52 in the Town of Fishkill; a maximum 42,000-square-foot expansion of the existing Van Wyck Junior High School in the Town of East Fishkill; and a maximum 84,000-square-foot expansion of the existing Wappingers Junior High School in the Town of Wappinger. Westchester County - The Town of Somers Planning Board, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed Granite Pointe Subdivision - Application for Final Subdivision Plat Approval. A public hearing will be held on October 4, 2006 at 7:30 p.m. at the Somers Town House, 335 Route 202, Somers, NY. The action involves the proposed approval of a subdivision plat for 23 single family residential lots on 28.8 acres located on Tomahawk Street, including the approval of required environmental permits and a request for approval of a soil remediation plan to eliminate deposited lead, the presence of which was discovered after the Planning Board completed the original environmental review for the proposed action.
