The
applicant proposes to repair and modify the existing earthen and concrete dam
known as the Camp Siwanoy Lake Dam. The existing dam is approximately 260 feet
long and 26 feet high. The applicant proposes to repair and reinforce the dam by, among
other things, adding approximately 3 feet to the thickness of the dam and placing heavy
stone rip-rap along the downstream outlet to prevent erosion and undermining.
The
dam is located within Camp Siwanoy at 996 Quaker Hill Road near the
Connecticut border, in the Town of Dover, Dutchess County, NY

The applicant proposes to
construct a 500 foot long section of a common driveway
through the 100 foot adjacent area (AA) of wetland RC-4 (class 2) to provide access to
Lots 7, 8 and 9 of the proposed Pasture Rock Subdivision - Phase 2. Construction of this
road will also require the disturbance of a 150 foot long ( 2,264 sq.ft. ) portion of wetland
RC-4. Two stormwater treatment basins are also proposed to be constructed in the AA to
treat runoff from this common driveway. A mitigation project to create approximately
4,500 sq.ft. of new wetland has been proposed.
In addition, development
of Lots 4, 5 and 6 will require some disturbance to the AA in
order to construct sanitary disposal systems. The locations of these systems have been
approved by the County Health Department.
The areas of wetland RC-4
on the property were recently added, after Phase 1 of the
subdivision had been approved. Phase 2 is a subsequent subdivision of the previously
approved Lot 5.
The project is located on
the north side of Woody Row Road, near its intersection with
Broadview Lane.

The
Pulte Homes Corporation has applied for a Freshwater Wetlands permit, a
Protection of Waters permit and a 401-Water Quality Certification for the construction
of a proposed 426-unit Morningside Park residential development, on 194.8 acres off NYS
Rt. 52 in the Town of Fallsburg, Sullivan County. Central Water and Central Sewer
facilities would be provided by the Town of Fallsburg. Pulte Homes proposes to disturb
approximately 4-hundredths of an acre of Freshwater Wetland #MO-3 (Class 2) for an
access road crossing and one and a half acres of wetland adjacent area for other roads,
and stormwater basins.
As
mitigation, the applicant proposes to restore portions of the existing degraded on-site 25.8 acre wetland,
by removing trash, debris and other junk from portions of the
wetland The portions cleaned in this way would be replanted with native shrubs and
grasses. The applicant also proposes to repair a collapsed headwall and a culvert pipe in a
protected stream the goes under Rt 52.
The
proposed Morningside Park residential development is located on the west side of
New York State Route 52, opposite Morningside Park, in the Town of Fallsburg, Sullivan
County, New York.
