Airport. The project will result in the loss of approximately 0.24 acre of wetland.
Purchase of 0.5 acre wetland mitigation bank credit is proposed as compensatory
mitigation. The project sponsor also proposes to discharge stormwater directly into the
federal wetland. The stormwater will be treated with a raised bed sand filter and grass
swale.

The Department has received an application
for a modification to the initial State Facility
Permit for the existing Corning Inc - Sullivan Park research and development facility.
The facility emits air contaminants from glass production operations and process boilers.
Corning Inc proposes to increase allowable operation of an emergency generator from a
maximum of 500 hours per year, exempted from regulation, to a non-exempt 2000 hours
per year, and to include generator emissions under the current emission limits, to
continue to restrict potential facility emissions to below the 6 NYCRR Part 201-6 (Title V)
applicability thresholds for a Major Stationary Source.
In response, the Department has generated
a Draft Permit, which includes Conditions
based on material use, fuel use, and appropriate emission factors, to continue to limit
facility emissions:
C of
carbon monoxide (CO), sulfur dioxide (SO2), oxides of nitrogen (NOX), particulate
matter smaller than 10 microns (PM-10), and total particulate matter (PM), to a
maximum of 99.9 tons per year each, below their 100 ton per year thresholds;
C of
volatile organic compounds (VOC), to a maximum of 49.9 tons per year, below
their 50 ton per year threshold;
C of
hazardous air pollutants (HAP) hydrogen chloride (HCl), hydrogen fluoride (HF),
and chlorine (Cl2), to a maximum of 9.9 tons per year each, below their 10 ton
per year thresholds; and
C of
all HAP substances combined, to a maximum of 24.9 tons per year, below their
25 ton per year threshold.
In addition, the Draft Permit continues
to limit facility arsenic emissions from glass
production and research operations to 34.9 pounds per year.
Facility emission processes include operation
of two 46.7 million BTU per hour natural
gas fired boilers that can burn number 2 fuel oil as backup, sodium hydroxide and
hydrochloric acid storage tanks, acrylate coating processes, batch mixing and specialty
glass production operations, hydrofluoric acid bath platinum crucible cleaning
operations, fiber optic production, drying operations, process cleanup and maintenance
vacuum systems, and two research and development continuous glass melters.
Compliance verification includes operation
of emission control equipment, maintenance
of operation logs for the boilers, melters, and emission control equipment, and
calculations of 12 month rolling totals of emissions. These records are to be maintained
at the facility for a minimum of five years and must be made available with all supporting
data to Department inspectors upon request.
