ENB Region 7 Completed Applications 08/30/2006

The applicant proposes to construct an earthen berm approximately 30' X 4' X 4' and a water control structure within NYS Regulated Wetland W-36, at a failing beaver dam. The project is located on the west side of Halsey Road, at the intersection of Hayden Road, in the Town of Mentz, Cayuga County.

The Department has made the determination to modify the existing SPDES permit #NY000-1163 to include effluent limits and monitoring for Polychlorinated biphenyls (PCB's).  The determination is based on a short term high intensity monitoring study requested by the Department in 2003 and performed by Carrier Corporation in 2004.  The study performed by the permittee showed PCB concentrations in stormwater and groundwater at up to 2.4 ug/l in stormwater and groundwater.

The permit modification implements a monitoring program for PCB's, as well as establishes a permit limit of 0.3 ug/l for each of the following Aroclors:  1242, 1248, 1254 and 1260.  The permit modification also includes a Pollutant Minimization Plan to reduce or eliminate PCB discharges and a compliance schedule allowing for the implementation of the Pollutant Minimization Plan.
