The applicant proposes a discharge of up to 300 gallons per day of treated floor drain wastewater to groundwater from an oil/water separator and filter treatment system at the existing Town of Chazy Highway Garage located at Miner Farm Road, Town of Chazy, Clinton County.  The department has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regualted under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the department at this time.  As a tentative determination, the department seeks comments on the proposed regulated acitvity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify departmnet approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.  Refer to this application by application number listed above and SPDES number NY 0256285.

The applicant proposes a new 23-acre Life-of-Mine sand and gravel mine on lands owned by the permittee, with use of portable screening equipment.  A portion of the site had been used as a sand pit in the past.  10 acres are proposed to be affected in the first 5-year permit term.  The reclamation objective is to plant grasses and trees with eventual reversion to natural forest or other uses.  Access would be off Route 373, a state highway. The site is located southwest of the intersection with Route 373 and Pray Road in the Town of Chesterfield.  The Town (on behalf of the Adirondack Park Agency J2004-513A) is handling a Class B Regional permit for this project.

The applicant proposes to install a new production well that will take up to 1400 gallons per minute from the Cold spring Rd. wellfield. The total approved withdrawal from all groundwater sources will be 3.258 gallons per day.
