Applicant proposes a 50
lot subdivision of 111 acres located on the north side of Noxon
Road
( County Route 21 ) to be
known as Harvest Ridge. The property is bordered by the
Taconic State Parkway to the east and the Crystal Lakes subdivision to the west. In order
to develop the property, the outlet stream from an existing pond (part of wetland PV-40))
will be relocated on the property and routed to a new crossing location of Noxon Road to
the east of its existing location . This new crossing location will require construction of a
new stream/wetland corridor to the south of Noxon Road until it rejoins the current
stream (wetland PV-53) corridor to the west. The subdivision will be served by a central
water supply system and sanitary wastewater disposal will be provided by individual
septic systems for each lot. The applicant has prepared a Stormwater Pollution
Prevention Plan.

The applicant proposes to
construct a portion of a residential subdivision entrance road
within the 100-foot adjacent area of State-designated Freshwater Wetland DP-22 (Class I)
and across a tributary of the Swamp River (DEC Water Index No. CT-15-4-13; Class
C(T)). The 33-lot subdivision, to be known as Deerfield Estates, will be located on a 115
acre parcel located north side of River Road, just north of the intersection with West
Dover Road. In addition to the roadway, a portion of the stormwater management system
will be constructed within the wetland 100-foot adjacent area, for a total disturbance of
about 0.34 acre. A stormwater pollution prevention plan has been prepared in accordance
with the SPDES General Permit for Construction Activities.

The applicant proposes
to modify a portion of Freshwater Wetland L-12 (Class II) and its
100 foot adjacent area in order to construct various improvements to an existing single
family residence on the southeastern shore of Lake Rippowam. Activities proposed
within the Freshwater Wetland are construction of subsurface drainage improvements and
planting of wetland vegetation as mitigation; activities proposed within the adjacent area
include removal of an existing shed, construction of an addition to the home, new stone
walkway and retaining wall, drainage improvements, new septic tank with pump chamber
and overflow tank, and planting of wetland vegetation as mitigation. The total area of
disturbance to the Freshwater Wetland is approximately 0.06-acre, including wetland
mitigation plantings; the total area of disturbance to the adjacent area is 0.14-acre,
including wetland mitigation plantings. The project is located on the north side of Twin
Lakes Road, one mile east of Oscaleta Road in the Town of Lewisboro, Westchester
County.
