construct 80 linear feet of new bulkhead 24 inches seaward of
the existing bulkhead, dredge to a depth of 4 feet below apparent low water no greater
than 10 feet off shore of the bulkhead with resultant 25 cyds of dredged material to be
used as backfill. Replace the boardwalk, 4 foot by 8 foot platform, install a 4 foot by 30
foot float and two 2 foot by 20 foot finger floats, and remove 4 existing pilings. The
project is located at 3497 Weidner Avenue, Oceanside, Town of Hempstead.

The applicant proposes to
remove stands of Phragmites australis (Phragmites), a non-native invasive plant species, from
the shoreline of Hook Pond, a freshwater pond located
in the Village of East Hampton. The proposed method is to cut and dig the roots of these
plants manually and by means of a mechanical device called a "Hydrorake." This device
functions like a backhoe while operating from a small barge. It utilizes a rake head with
teeth, similar to a clam rake, which clenches the roots of the plants and allows both water
and sediment to escape back into the pond. The Hydrorake would be used in areas where
dense monocultures of Phragmites exist. Where this species grows intermixed with
native plants, it is proposed to cut and dig the Phragmites by hand. Native species would
be used to revegetate areas of shoreline that were historically vegetated. Future growth of
Phragmites would also be cut and dug manually in an effort to manage the return of Hook
pond to its native state.

The applicant proposes to
install a 200' deep 8" diameter irrigation well with a capacity of
300 gallons per minute. The proposed project is within 100' of an area depicted as
freshwater wetlands on the official NYS freshwater wetland maps (FWW SA-36).
However, a field inspection of the proposed area, by NYSDEC staff, found the filed map
depiction to be incorrect and that no freshwater wetlands exists within the expected zone
of influence of the proposed well. Therefore, it is not anticipated that the well will affect
the wetland. The project is located on the west side of Guyer Road off Scuttle Hole
Road northeast of Cooks Lane in the locality of Scuttlehole, Town of Southampton,
SCTM # 900-49-1-3.012 & 3.011.
