Applicant proposes to remove
five existing boilers and install two new boilers. During
the boiler replacement period, applicant proposes to install one stand-by temporary boiler
and a temporary fuel oil storage tank, which will be removed once the new boilers
commence operation. A Title V permit was issued on 6/29/05 for the installation and
operation of the two new biolers as replacement for the five existing boilers. The current
application is for the proposed temporary stand-by boiler, which will fire distillate oil
(Process STB). The fuel consumption of the standby boiler will be part of the facility's
existing Title V threshold (140 TPY of SO2 and 135 TPY of NOx). The monthly rolled
fuel will be adjusted between No. 6 oil (existing boilers) and No. 2 oil (stand-by
temporary boiler). No emission increase will occur as a result of the stand-by temporary
boiler operation.
