ENB Region 1 Completed Applications 08/16/2006

This is a minor Title V modification. The applicant has requested a reduction of the current  NOx cap from 2199 tons per year to 2178.7 tons per year. In addition, a small boiler ( nominal 800 HP) will be installed on either a permanent or temporary basis to supply heat to the facility when the main boilers are out-of-service.  Emissions from this source are capped at 2.5 tons per year.  This facility consists of two (2) 45 MWe (nominal) turbine/generator boiler sets operating on #1, #2, or #6 residual oil, two (2) 185 MWe (nominal) turbine/generator boiler sets operating on #1, #2 or #6 fuel oils and/or natural gas.  In addition to #1, #2, and #6 fuel oil and natural gas, these boilers burn waste oil generated on site for energy recovery, and incinerate citrosolv, a boiler cleaning solution, following boiler chemical cleaning.  There are four main tanks used for storing #6 fuel oil, ranging from 336,000 to 13,000,000 gallons.  There are numerous smaller tanks used for storing distillate, lubrication and/or di-electrical oils.  A complete list of tanks is included in the documentation section of this application. In addition, a 15 MWe black start combustion turbine is maintained on site to meet load demand and emergency power requirements.

The applicant proposes to construct a 72 slip marina by removing an existing dock and installing two 4-foot wide L shaped piers measuring 128 feet and 136 feet in length, and two 4-foot wide T shaped piers measuring 153 feet and 158 feet in length. Decking/walkways and parking areas proposed landward of the bulkhead are beyond Tidal Wetlands Act (Article 25) jurisdiction.  The project site is the former Marran Oil terminal facility, located at the west end of Mulford Street at the Patchogue River, Patchogue, Town of Brookhaven, SCTM# 0204-16-1.2, 2 and 0204-16-3-7.  

Applicant proposes to demolish an existing dwelling and construct a new single family dwelling, deck and sanitary system.  The dwelling will be located in the adjacent area approx. 68 feet from the fresh water wetland boundary NA-4.  The property is located at 32 Beach Ave., Amagansett, Town of Est Hampton.

The applicant proposes to install a dock consisting of a 4' x 7' platform, a 3' x 15' ramp, and two 6' x 20' floats secured by 4 pilings, and dredge a 15' x 37' boat slip and a 20' x 80' area seaward of the existing bulkhead to a maximum depth of 4 ft. below mean low water.  Resultant 30 cubic yards of dredged material will be trucked to an approved upland site.  the property is located at 36 Westbridge Road, Westhampton Beach, Town of Southampton, County of Suffolk, on Moneybogue Bay.
