ENB Region 8 Completed Applications 08/09/2006

The Department is prepared to issue an individual Water Quality Cerification for the applicant's proposal to maintain 3,770 lineal feets of existing drainage ditches, install approximately 2,640 lineal feet of storm sewers, and build new catch basins within the hamlet of Alabama Center in the Town of Alabama, Genesee County, per the requirements of their approval from the Army Corps of Engineers, 2006-01326(0), to impact 0.42 acres of federal wetlands.

The Town of Ridgeway proposes to create Ridgeway Water District #8 and to make for use therein a supply of water estimated to average 9863 gallons per day from the Niagara County Water District Niagara River source via the Town of Hartland and the Village of Medina.  The project includes the installation of 16,010 linear feet of 8" water main and appurtenances to serve 59 parcels along Horan, Portage, and East Scott Roads.   The file is available for review and comment at NYSDEC Region 8.

The Department has received an application to modify the above referenced wastewater discharge permit for Seneca Lake State Park to include outfalls for two new foot rinse facilities at the entrance to the spraypad and stormwater runoff from the spraypad.  These new foot rinse facilities and the stormwater runoff from the spraypad will generate approximately 600 additional gallons per day of wastewater from this facility.  The wastewater from the foot rinse facilities will be treated via a settling tank and leachfield prior to discharge.  All of the discharges from these three new outfalls will be subsurface.  

The Department has made a tentative determination to approve this application and to re-issue this pre-existing permit for a ten year term with updated regulatory requirements. As a tentative determination, the Department is seeking public comments prior to making a final decision on permit issuance.  A draft permit is available for review.

The applicant proposes the installation of 22,000 linear feet of a 4-inch steel natural gas gathering pipeline and 1,576 linear feet of 2-inch well line. The installation will involve a 13 wide area of disturbance in a new 40 foot wide right of way, including 0.25 acres of impact to federally regulated wetlands. The pipeline will cross approximately 726 linear feet of wetland, of which 148 linear feet will be trenched and 578 linear feet will be directionally bored.
