ENB Region 6 Completed Applications 08/09/2006

The Department has made a tentative decision to approve emission reduction credits (ERC's) for the past emissions reductions of volatile organic compounds (VOC's) which were the result of the shutdown of the F. E. Hale Mfg. Co., 650 West German St., Herkimer, NY.

Under the terms of a NYSDEC Order on Consent, the F. E. Hale, West German St. facility has been shut down and relocated; and is currently operating under a new NYSDEC State Facility Permit. F. E. Hale Manufacturing Co. has submitted an application for, and the Department intends to certify 43 tons of VOC ERC's resulting from closure of the West German St. facility.

Construct a wooden structure measuring approximately 480' long x 40' wide x 45' high upon driven steel pipe pilings and the structure is to consist of 30 units with each unit containing a boathouse with an additional two story living space above the boathouse all to be located over the waters of Carnegie Bay, St. Lawrence River.

This Department has received a request to modify a permit and has drafted an Article 19

(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the  facility located at Massena Metal, Inc. South Racquette Rd. Massena, NY 13662.

The Department has made a tentative determination to approve the application of the Massena Metal facility, a metals recycler and scrap yard.  The State Facility Permit allows the operation of Emission unit F00001 which is a new aluminum sweat furnace utilizing an afterburner to control emissions. The modification to the permit was done because the facility has decided to replace the old sweat furnace with a new, more efficient furnace of the same size instead of rebuilding the old furnace.

The draft permit with conditions is available for review in the Region 6 NYSDEC office in Watertown, New York.
