Project Description:
The applicant has applied for re-issuance of a mining permit for a previously approved 50 acre life of mine sand and gravel mine.  The permit allowed mining on 14 acres (phases 1 and 2) during the previous permit term.  The permit expired on August 31, 2003.  The applicant now proposes to continue mining within this previously permitted 14 acre portion of the mine during the next permit term.  The project is located on the east side of Dyer Flat Road, approximately 0.1 mile north of County Route 54 in the Town of Colesville, Broome County.
State Environmental Quality Review (SEQR) Determination:
Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Sep 1 2006.

Project Description:
The Department has received a renewal application for the continuation of mining sand and gravel at the previously permitted  17 acre life-of-mine facility and a modification proposal to expand the life-of-mine facility by 1.75 acres along the west edge of the current mine.  All mining activity would be upon lands owned by Edwin and Joan Melvin at 367 South Granby Road, Fulton, NY.   The application is available for review in the Syracsue Office.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
