The
Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of
the NYS Environmental Conservation Law and Title V of the Clean Air Act
Amendments, and made a tentative decision to approve this permit for the Bay Park
Sewage Treatment Plant used to treat residential wastewater from a portion of Nassau
County, New York. Nassau County SD #2 Bay Park STP facility is a 70 million gallon
per day sewage treatment plant which serves portions of Nassau County. The plant
operates four 3,600 KW engine generators which can burn natural gas, digester gas, or
fuel oil. The engines are used to provide the electric power for the processes and
equipment such as aeration tank blowers and main sewage pumps. The plant also operates
four 750 HP boilers to produce hot water required for the central chillers and space
heating. The boilers can burn natural gas, digester gas, or fuel oil. Several emission points
associated with the treatment of sewage are located at the facility. The corresponding
processes include primary screening, grit removal, primary settling tanks, aeration tanks,
final settling tanks, sludge thickening, and sludge dewatering. Most of the processes are
controlled through an odor control system. The facility is not allowed to exceed 244 tons
per year of NOx (Nitrogen Oxides) emissions, 184 tons per year of CO (Carbon
Monoxide) emissions, and 69.5 tons per year of VOC (Volatile Organic Compounds)
emissions. These emissions are calculated based on stack test data and monitoring of fuel
and power usage.
The
application, draft permit, relevant supporting materials and regulations are
available for review during normal business hours at the DEC Region 1 Office, Building
40, SUNY Stony Brook, NY. Comments of support or objection may be made by filing a
written statement by the deadline date indicated. DEC may schedule a public hearing
based upon an evaluation of the nature and scope of any written objections raised.
Hearing notices will contain instructions on filing for part status and submitting
comments.

replace approximately 121.65 linear feet of bulkhead 19.5"
seaward of the existing bulkhead and 18" higher. Dredge 10 ft. seaward of the
replacement bulkhead to a maximum depth of 4 ft. below mean low water with resultant
10 cubic yards of dredged material to be used as backfill. Remove seaward platform,
ramp, jet ski ramp, float, and float piles and replace upon completion of the bulkhead
