The applicant proposes to
clean a drainage ditch extending from NYS Route 12, for a
distance up to 1,000' to the north. The site is 0.20 miles north of Combs Road,
approximately 6.40 miles north of the City of Watertown. The site is within state
regulated freshwater wetland BV-1, a 5925 acre Class I wetland. The site is a wet
meadow covertype. The purpose of the work is to reestablish the drainage ditch to
eliminate ponding near the highway and nearby residences.

The applicant proposes to
modify their existing 47.1 acre surface sand and gravel mine to
add an additional 4.3 acres to the life of mine boundary within a 77.3 acre parcel easterly
of Sly Hill Road. The project site is on property owned by Carl Andregg and is located
500 feet east of Sly Hill Road, 1,000 feet north of the Stokes - Westernville Road. The
mine will continue to operate as a traditional surface extraction of sand and gravel from
the site. Mining is not proposed for below the local water table. Excavation will be done
by mechanical equipment, standard for sand and gravel mining operations. Mining is
proposed to remove approximately 80,000 cubic yards of aggregate sand and gravel from
this 4.3 acre addition over the remaining operational life of the mine. Material will be
stockpiled as unprocessed “run-of-bank”, or processed with portable screens and crushers.
Maximum processing rates for the screen and crushing operations will exceed 150 tons-per-hour (TPH)
and the necessary air source permits have been applied for. Final
reclamation will restore the site to 51.4 acres of open space meadow. Reclamation will
include the replacement of stockpiled topsoil, and re-seeding with an approved USDA
SCS seed mixture. The total reviewed life-of-mine area is 51.4 (LOM) acres.
