KeySpan proposes to raise
the current emission cap, which is an annual limit based on a daily
rolling average, on emissions of carbon monoxide (CO) at
their Port Jefferson Energy Center. KeySpan proposes to increase the current emissions
cap on CO from 90 tons per year (TPY) to 99.9 TPY, in accordance with the regulations.
This
proposed increase is requested to allow the Port Jefferson facility to continue
to operate, since KeySpan is projecting that the facility will reach its current annual cap (rolled
daily) by the end of August. Therefore, KeySpan is proposing the cap increase in lieu
of shutting down these units and operating higher emitting sources in the KeySpan electric generating system. The increase in the cap is not significant, and does not "trigger" new source review. However, KeySpan will voluntarily reduce its
current NOx cap on Boilers 3 and 4 at the Port Jefferson Power Station facility from 2199
TPY down to 2178.7 TPY.
The
Department has made a tentative determination to approve this air application, and
a draft permit is available for review by calling the contact person listed below.
