ENB Region 7 Completed Applications 07/19/2006

The applicant is proposing a modification to their existing DEC Part 360 Solid Waste Management Permit for the City of Auburn Landfill for an increase in the annual allowable tonnage of Municipal solid waste from 76,000 to 96,000.  The landfill is located on North Division Street in the City of Auburn.

The applicant proposes to install a complete water supply and distribution system to serve Brutus (T) Water District No. 3, and take a supply of water with an estimated average of 7,000 gallons per day for use in this system by a connection to existing facilities of the Cayuga County Water and Sewer Authority.  The project includes the installation of approximately 2,700 linear feet 8" diameter watermains along NYS Route 31 and Weller Road, water services, hydrants and all associated appurtenances.

Applicant proposes to construct an approximaely 1.6 acre level ditch, pothole complex predominantly in the regulated 100 foot buffer of class 2 wetland DER 2 in accordance with the USDA Wetland Reserve Program.  The site is along Bailey Road.  

Applicant proposes to fill and grade an approximately 26 foot by 46 foot area to make level with surrounding landscape.  Site is along Bennetts Corners Road within class 1 protected wetland CAM-18.  

Central New York Oil and Gas is expanding its existing Stagecoach Storage Facility in Tioga County, NY to convert existing natural gas production fields that are nearly depleted into high performance underground gas storage facilities. The entire project is subject to review and approval by the Federal Energy Regulatory Commission. The Phase II Expansion includes 2.84 miles of 20-inch diameter pipeline, 0.37 miles of 6-inch diameter pipeline, three storage wells and five access roads. Additional infrastructure includes a North Lateral Line consisting of  9.3 miles of 20-inch diameter pipeline, four access roads and 14.6 acres of storage/contractor yards.

Some of the proposed work will impact federal wetlands and streams regulated under Section 404 of the Clean Water Act and requires a permit from the U.S. Army Corps of Engineers. The Corps expects to utilize Nationwide Permit 12 to address the impacts and the Federal 404 permit requirement. An additional requirement of Nationwide Permit 12 is the necessity for the applicant to obtain a Section 401 Water Quality Certification from NYSDEC.

The Phase II Expansion pipeline will cross five streams and the North Lateral pipeline will cross twenty six streams. The Phase II Expansion pipeline will cross eleven wetlands and the North Lateral pipeline will cross fourteen wetlands. Temporary wetland impacts total 3.88 acres with permanent wetland impacts of .62 acres.
