Central New York Oil and
Gas is expanding its existing Stagecoach Storage Facility in
Tioga County, NY to convert existing natural gas production fields that are nearly
depleted into high performance underground gas storage facilities. The entire project is
subject to review and approval by the Federal Energy Regulatory Commission. The Phase
II Expansion includes 2.84 miles of 20-inch diameter pipeline, 0.37 miles of 6-inch
diameter pipeline, three storage wells and five access roads. Additional infrastructure
includes a North Lateral Line consisting of 9.3 miles of 20-inch diameter pipeline, four
access roads and 14.6 acres of storage/contractor yards.
Some of the proposed work
will impact federal wetlands and streams regulated under
Section 404 of the Clean Water Act and requires a permit from the U.S. Army Corps of
Engineers. The Corps expects to utilize Nationwide Permit 12 to address the impacts and
the Federal 404 permit requirement. An additional requirement of Nationwide Permit 12
is the necessity for the applicant to obtain a Section 401 Water Quality Certification from
NYSDEC.
The Phase II Expansion pipeline
will cross five streams and the North Lateral pipeline
will cross twenty six streams. The Phase II Expansion pipeline will cross eleven wetlands
and the North Lateral pipeline will cross fourteen wetlands. Temporary wetland impacts
total 3.88 acres with permanent wetland impacts of .62 acres.
