Saratoga County proposes
development of a regional public water supply system, using
the upper Hudson River as a source, to provide water to municipalities and commercial
customers within the County. A 28 mile underground water transmission main would
primarily follow existing roads or utility rights-of-way from a new treatment plant (corner
of Butler and Potter Roads, Town of Moreau) to the Town of Malta. A five million
gallon storage tank is proposed in the Town of Stillwater for future storage capacity. The
following permits are requested: Water Supply - for taking up to 14 million gallons per
day from the Hudson River; Protection of Waters - for installation of a water intake
structure in the south bank of the river at Moreau (approximately 6000 feet upstream of
Sherman Island Dam), and for water main crossings of 18 protected streams, including
Kayaderosseras Creek in Ballston Spa; Freshwater Wetlands - for water main crossings of
14 state wetlands and adjacent areas (1.08 acres of permanent impact). As compensatory
mitigation for unavoidable wetland impacts, creation of approximately four acres of
wetland is proposed: three acres of forested wetland at the Northern Pines Road
Mitigation Site (Town of Wilton), and one acre of forested wetland at the Kobor Road
Mitigation Site (Town of Northumberland). Water Quality Certification - for permanent
impact of 1.85 acres of federal wetlands. The project involves construction in the Towns
of Moreau, Wilton, Greenfield, Milton, Ballston, Malta, Stillwater, Northumberland, and
City of Saratoga Springs. The project may be extended in the future to provide water to
the Luther Forest Technology Campus (Towns of Malta and Stillwater).
