Project Description: A 27 lot residential subdivision creating: 25 residential building lots to be conveyed, (ranging in size from 1.5± acres to 5.6± acres); one vacant common area lot of 10.89± acres; and the remainder of the 4,900+ acres which will be retained by the current landowner. Of the proposed 25 building lots, five (Lots # 1-5) are shoreline lots (each with approximately 135+ feet of shoreline on Fern Lake) and 20 (Lots # 6-8 and 10-26) are nonshoreline lots. The proposed “Common Lot” (Lot # 9) includes 1000+ feet of shoreline and an existing beach area. No single family dwelling or other principal building will be constructed on the Common Lot (Lot 9); this lot will be owned and maintained by a Homeowners Association and provide shoreline access to the proposed subdivision lots for swimming and canoeing/kayaking. A swim dock and canoe/kayak rack is proposed on Lot 9, but no boat launch or boat access area for larger boats or motor boats will be constructed. Also, no overnight docking of motor boats will be allowed at the Common Lot dock, pursuant to the proposed Homeowners Association restrictions. A potential future single family dwelling building site has also been identified (in the Low Intensity Use area) on the 4,900+ acres (Lot 27) being retained by the landowner. Additionally the remainder of the 4,900 acres will continue to be used as it has been since prior to 1973, for forestry use and hunting / fishing and open space recreational use. Existing woods roads will be improved for use as subdivision access roads and these roads will be dedicated to the Town upon their completion.

The 5000± acre project site includes property classified as Moderate Intensity, Low Intensity Use, Rural Use and Resource Management on the Adirondack Park Plan Map. However, the proposed subdivision and new development is primarily located entirely within the Low Intensity Use area. Three of the proposed lots are located in the Resource Management area and three are located in both the Low Intensity Use and Resource Management areas. Of the latter three located in both Low Intensity Use and Resource Management, the proposed dwelling is located in the Low Intensity Use area on one lot and the Resource Management on the other two lots. Thus of the 25 proposed new building lots to be conveyed, 20 of the proposed dwelling sites are located in the Low Intensity Use and 5 are located in the Resource Management area.

Project Title: McCauley Mountain Tower

Project Description: The project is major public utility use involving new structures over 40 feet in height. Verizon Wireless and Nextel Partners propose to raise the height of an existing 70 ft. high guyed lattice work tower by 20 ft. and to locate two sets of panel arrays on the extended tower. Verizon will put a nine panel array centered on the tower at a height of 90 feet and Nextel will put a four panel array centered on the tower at a height of 59 feet. Each cellular provider will also place an equipment shelter at the base of the Tower. Cingular Wireless, Niagara Mohawk, Herkimer County and the Town of Webb already have existing antennas/equipment on the tower. The existing tower is owned by Niagara Mohawk and it is located on lands owned by the Town of Webb (McCauley Mountain Ski Center).

Project Title: Best Western, Golden Arrow Motel

Location: Main Street, Village of Lake Placid, Essex County

Project Description: The project is the construction of an addition to the Golden Arrow Motel on Main Street in downtown Lake Placid. The applicant proposes to construct a five story addition on the south side of the existing motel building. The addition will be about 50 feet in height, 40 feet wide and extend from the street to the back of the existing structure. It will include additions to three parking levels, a new bar/restaurant and two guest rooms on the street level and nine new guest rooms on the top level. Only the top two levels will be visible from the street and the roofline of the addition will be no higher than the existing roof line of the existing structure. The expansion to the existing parking levels will provide 21 additional parking spaces. The existing Black Bear Restaurant building will be removed to accommodate the addition. Improvements to the existing stormwater facilities on the site are proposed as part of the project.


Negative Declaration

Saratoga County - The Planning Board of the Town of Clifton Park, as lead agency, has determined that the proposed Longkill Subdivision will not have a significant adverse environmental impact. The action involves 18.7 acres to be divided into 16 residential lots. The project will involve construction of Town roads, sanitary and storm sewers, and a connection to the municipal water system. The project is located on the west side of Longkill Road and north of Country Knolls Section 20.

Washington County The Town of Kingsbury Planning Board, as lead agency, has determined that the proposed WWIDA- Industrial Park will not have a significant adverse environmental impact. The action involves the review of a proposed subdivision consisting of 23 lots on 66.8 acres of an 110 acre parcel owned by the Warren Washington Counties Industrial Development Agency, together with roads, stormwater infrastructure, water and sewer service and other related improvements. The project is located off County Line and Casey Roads, Town of Kingsbury, Washington County.
