Waste Management of New York is requesting that the DEC modify its operating permit for its existing transfer station operations at the Port of Albany to allow the company to increase the amount of non-putrescible wastes (Recyclable Commercial Wastes and Construction and Demolition Debris) handled by the facility from its current limit of 500 tons per day to 749 tons per day.  It is estimated that the increased waste stream would generate an additional nine truck trips during the anticipated peak operating hour.  The facility has sufficient capacity handle the additional wastes without the need for any major modifications to the facility.  

The Department is proposing to modify an existing SPDES permit for this facility changing the monitoring requirements for outfall 001 for pH from daily to once per week and for settleable solids from once a month to once a week.  No changes are proposed for outfall 002.  A Draft SPDES Permit has been prepared and is available for review. SPDES # NY-0030392.

Applicant proposes to renew and modify an existing Mined Land Reclamation Permit. Approximately 9.2 acres of land are proposed to be added to the existing 128.4-acre Life of Mine area, resulting in a new Life of Mine area of 137.6 acres.  This increase in acreage is the result of more accurate mapping as well as the inclusion of the existing office and scale area, a 4.6-acre area located within the original Life of Mine boundaries which was not previously proposed to be mined and an area previously affected by shale stripping, none of which were previously included in the total Life of Mine acreage.  The mine is located on Green Flats Road, east of the Rhodes Road intersection, in the Town of Hancock, Delaware County, New York.

The applicant proposes to re-establish 400 feet of stream channel of D-69-1 which has been aggradded with stone due to the flooding event of April 2005.  Gravel will be removed to recreate a defined, stable channel.  The project is located on Stockport Road west of SR 97.

The applicant proposes to restore approximately 895 feet of an unnamed tributary that has become an undefined channel and is hindering harvesting of agricultural crops.  The project will recreate a stable channel and improve aquatic habitat.  The site is located on Stockport Road west of SR 97.

Applicant proposes to place rip rap along approximately 215 feet of eroding Sleepy Hollow Lake shoreline.  An additional 120 feet of the shoreline of the property will be shaped to a stable slope and vegetated.  The property is located at Lot I-85 Sleepy Hollow Road, in the Town of Athens, Greene County.

The applicant proposes to construct 5 shallow water wetland potholes to enhance wildlife values in Freshwater Wetland MI-20 along Schenevus Creek just upstream of the intersection of NYS RTE 7 and Peterson Rd. The irregularly shaped potholes will be approximately 5,000 square feet each and will predominately be less than 18 inches deep with a maximum depth of 4 feet.

The Town of Schodack proposes the creation of Water District #8, which includes service to 150 connections, installation of 11,000 feet of transmission mains, 6,800 feet of distribution mains, and a 600,000 gallon storage tank.  Water will be purchased from the Town of East Greenbush, until such time as the Town of Schodack's new water supply wells are operational.  The project is located between US Routes 9 & 20, Schuurman Road, and Byers Estates in the Town of Schodack, Rensselaer County.
