Project Description:

The applicant proposes to modify their existing and currently permitted 90.2-acre hard rock quarry/sand and gravel mine by adding ~23 acres to the Life of Mine. This modification will allow access to additional reserves of high-friction stone for road surfacing and other saleable minerals. All other aspects of the mining operation will remain unchanged. This application is also under the jurisdiction of the Adirondack Park Agency (APA), and has been reviewed pursuant to Section 809 of the Adirondack Park Agency Act as APA Project #2005-337.

State Environmental Quality Review (SEQR) Determination:
Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency:
None Designated
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
Proposed impact to 0.12 acre of Freshwater Wetland N-27 (class II) and 1.4 acres of wetland adjacent area, associated with road construction for the new 37 lot Ellsworth Landing Residential Subdivision.  The following mitigation is proposed: on-site preservation of 11 acres of remaining wetlands, streams, and upland adjacent area through restrictive covenants; off-site establishment of a 48 acre nature preserve (including creation of a 1/2 acre forested wetland) adjacent to the Old Champlain Canal Trail in the Town of Waterford, north of the Village.  The subdivision is located south of Grooms Road, between Ponderosa and Timberwick Drives, Town of Halfmoon.

State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
Halfmoon Town Planning Board
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
