Fast Track Administrative SPDES Permit Renewal NY 025 9519.  The Town of Chester is in discussions with DEC regarding the combination of flows from the Village of Chester and the flows from the subject, yet-to-be-built, treatment plant.  This renewal does not encompass any discussed changes and is a procedural administrative renewal. Official notice of any modification to the Village of Chester's or the subject permit will be public noticed and a comment period observed when complete applications are received by DEC.

The applicant proposes to treat approximately 48.5 acres of Cranberry Lake with the aquatic pesticide Sonar A.S. (active ingredient: fluridone) and approximately 26 acres of the lake with the aquatic pesticide AquaPro (active ingredient: glyphosate).  A portion of the 97 acre lake is also State-designated Freshwater Wetland SL-5 (Class II).  The proposed Sonar A.S. treatment is intended to control nuisance growth of Eurasion water milfoil (Myriophyllum spicatum) and the AquaPro treatment is intended to control nuisance growth of spatterdock (Nuphar spp.) and water lilies (Nymphaea spp.).  Direct treatment of Wetland SL-5 and its 100-foot adjacent area will be avoided, resulting in only incidental amounts of pesticides within the regulated area.  Outflow from the lake will not be restricted following treatment.

DEC has tentatively determined to issue an Article 15 Aquatic Pesticide permit and an Article 24 Freshwater Wetlands (FW) permit authorizing the use of aquatic herbicide and algaecide in the Adjacent Area (AA) of FW YL-4 (Wanaksink Lake- 418 Acres) for the removal of nusiance aquatic vegetation.  The permits would authorize application of the aquatic herbicide, Navigate (2,4-D- 27.6%), to 5 select areas of the lake totalling 24.3 acres and application of the algaecide, Old Bridge Copper Sulfate (Copper sulfate pendahydrate- 99%), to 5 select areas of the lake totalling 109.5 acres.  Species targeted include Bladderwort (Utricularia), Elodea (Elodea canadensis) and common algae.  

The applicant proposes to construct a private 105 foot long by 12 foot wide precast concrete driveway  bridge with cast in place concrete abutments across the Plattekill Creek (Waters Index #H-171-11) a Class A(ts) stream to provide access for two proposed new single family homes.   In addition, the and the placement of approximately 200 feet of rock rip rap for streambank stabilization is proposed.  The project site is located in Glacier Park, north of Maryanne Avenue in West Saugerties.
