The Department has made
a tentative determination to approve an application for the
modification of an existing State Pollutant Discharge Elimination System (SPDES)
permit for the Remington Steam Plant facility at 11 Remington Ave. The applicant's
(Remington Arms Company, Inc.) request is the result of their acquiring a portion of the
NRG-Ilion Energy Center facility. Part of the modification will be to amend the flow
chart to reflect the applicant's use of the facility as a steam boiler plant. Additional
modifications will include elimination of effluent limits and monitoring requirements for
total chlorine use at outfall 001 and elimination of "Additional Requirements" number 3
for chlorine use. These changes reflect the fact that Chlorine based biocides will no
longer be used. Special Conditions and Best Management Practices will also be updated.
A draft permit is available
for inspection and comment at the Region 6 sub-office at 207
Genesee Street Utica.

The applicant proposes to
construct and operate a 184,300 square-foot Wal-Mart
Supercenter and a retail gas filling station on a 45-acre parcel owned by the applicant.
The project site is located south of US Route 11 approximately 500' west of the Village of
Potsdam. An on-site sanitary waste system and water supply wells are proposed. A draft
State Pollutant Discharge Elimination System (SPDES) has been prepared for the
proposed discharge of treated sanitary wastewater into groundwater from the proposed
sanitary waste system. The system has a design flow of 8700 gallons per day. In
addition, a dam permit application has been submitted, relative to the stormwater
management and wetlands mitigation basins. The Town of Potsdam Planning Board, as
Lead Agency prepared a draft and final Environmental Impact Statement for this proposal
and prepared a Findings Statement in accordance with 6 NYCRR Part 617, the State
Environmental Quality Review Act (SEQRA).
