The Department has drafted
a permit pursuant to Article 19 (Air Pollution Control) of the NYS
Environmental Conservation Law (ECL) and made a tentative determination to approve this
application for the applicant's existing hospital and rehabilitation center.
Mercy Medical Center operates
six boilers: three rated at 20.9 mmBtu/hr used to produce hot
water; two rated at 23.1 mmBtu/hr and one rated at 14 mmBtu/hr used to produce steam. All
can be fired on natural gas or number 2 fuel oil. There are seven emergency generators that fire
#2 fuel oil and two boilers rated at less than 1.5 mmbtu/hr all of which are exempt from
permitting. One of the emergency generators (750 kw) participates in the NY State emergency
demand response program (EDRP). The hours for this generator are limited to not more than
500 per year. In addition, nine exempt lab hoods exist and five fuel oil storage tanks. Facility
accepts a cap of 22.5 tons per year of Oxides of Nitrogen, NOx. By keeping this cap, facility will
not be subject to the Title V requirements. Fuel usage records shall be kept on site for at least
five years, available upon request from NYSDEC representatives. The facility is located at 1000 N.
Village Avenue, Rockville Center, Town of Hempstead.
