Public Notice

Project Title: Availability of Voluntary Cleanup Program ‘Remedial Action Work Plan,’ Con Edison West 18th Street MGP, VCP Site No. V-00530-2 for comment.

Project Location: 535 W. 19th Street, New York, New York, on the corner of 11th Avenue and West 19th Street.

Brief Project Description: The site is a 12,500 square foot partially paved parking lot which is the location of a former gas holder associated with the West 18th Street Gas Works. This plant operated from 1834 until approximately 1902. The gas plant was closed and the properties were sold off in the 1910's. The contemplated use of the site is a 21 story residential building with 72 apartment units encompassing the entire lot footprint.

A site characterization for the West 18th Street Gas Works was completed as described in the January 2006 Site Characterization Study Report. Small amounts of viscous tar-like material were observed at 25-27 feet in one soil boring. To determine whether this observation represented a significant source area of contamination, a supplementary investigation was completed, which showed that there was relatively little contamination in and immediately around the existing holder.

The New York State Department of Environmental Conservation (NYSDEC) administers the Brownfield Cleanup Program (BCP) pursuant to State Environmental Conservation Law (ECL) 27-1400 et seq. The BCP was created to encourage the remediation and redevelopment of contaminated properties known as brownfields. The requestor indicated above has submitted a BCP application for investigation of the site indicated above.

NYSDEC will accept public comments concerning the application. A copy of the application and other appropriate documents (application package) is available in the site document repository located at the address indicated below.

NYSDEC will review the application package and public comments received and then make a determination on the eligibility of the application.
