The applicant has submitted
plans for an expansion of the Renzi Brothers food
distribution facility in the City Center Industrial Park, City of Watertown. A permit was
previously issued for Phase I, which included an access drive, initial site development and
stormwater infiltration basins. The initial Master Plan has been modified for this Phase
of development. A portion of expanded parking area and an additional stormwater
infiltration basis is proposed to the west of the current facility, and would encroach into
the buffer area of regulated freshwater wetland S-4, a 1305 acre Class II wetland.

develop and operate a 25.1 acre limestone mine on a 97.5 acre
parcel owned by Steven J. Hall, 3128 NY-12E, Cape Vincent, New York 13618. The site
is located approximately 300' north of NYS Route 12E, 175' west of County Route 4, and
3.25 miles east of the Village of Cape Vincent. Blasting will take place two to three
times a year to facilitate excavation. The material will be used for local highway projects
and the life of mine is anticipated to be for a period of approximately six years.

The applicant proposes to
install 250' of sheet piling across Delaney Marsh,
approximately 25' upstream of the Middle Road on Grindstone Island, in concert with
Ducks Unlimited Inc., the U.S. Fish and Wildlife Service and neighboring property
owners, Lloyd and Camilla Baum. The project would maintain spring marsh water levels
at an elevation beneficial to waterfowl, fish and other wildlife during reproduction and
juvenille rearing periods. Fish passage will be incorporated in the water level control
structure. The site is located in a state regulated wetland, designated TP-1, a 191.4 acre
Class I emergent marsh.

The applicant, in concert
with the U.S. Department of Agriculture Natural Resources
Conservation Service, 5865 Waters Road, Lowville, New York 13367, proposes to
restore approximately five acres of wetland area previously drained for agricultural use.
Two low earthen levees would be constructed to isolate the site from active agricultural
fiels, while retaining seasonal water that occurs from flooding along the Black River. The
project would provide hydrologic benefit to approximately twenty five acres of weltand.
The site is within state regulated wetland L-9, an eighteen acre Class III wetland.

The applicant proposes to
add the herbicide Oust to be used in a post Vegetative
Management Plan that currently authorizes the use of the herbicide Accord. Herbicides
are used to control unwanted vegetation in areas being cleared of unexploded ordnance
for safety purposes, and on firing ranges where vegetation would interfere with target site
attainment. While these herbicides are approved for use in New York State, a permit is
required for application in, or within 100 of state regulated freshwater wetlands. The plan
restricts herbicide application to the buffer area of wetlands and not in-wetland
application.
