The Department has prepared a Draft Permit and has made a tentative determination to approve this application to cap Volatile Organic Compounds (VOCs) emissions below federal Title V requirements. This facility manufactures a variety of paper towels, bath tissue and napkin products.  The facility's boilers were permanently shut down in October 1994 and all steam needed for paper production and building heat is purchased from Falcon Power. The facility was previously permitted under emission point air permits. The proposed State Facility permit will supersede existing permits and will establish a limit of 45 tons per year of VOCs emissions that will cap the facility out of federal Title V requirements. Annual VOC emissions will be calculated monthly and the permit will also have a specific requirement to keep the boilers shut down, which is required for the company to retain existing Emission Reduction Credits that resulted from the boiler shutdown.
