ENB Region 3 Completed Applications 06/07/2006

The applicant proposes to treat the southern 24 acres of Lake Secor with copper sulfate to control nuisance levels of algae.  Lake Secor is a 48-acre lake that is contiguous with New York State designated Freshwater Wetlands OL-46 (Class II) and ML-10 (Class I), and is located on the east side of Lake Shore Drive, about 0.3 mile north of the intersection with Lake Secor Drive.  Outflow from the lake will not be restricted following the proposed treatment.  In a separate application before the Department, the applicant is also proposing to undertake hydroraking within selected portions along the shore of Lake Secor, including the beach area, to remove nuisance aquatic vegetation.

The applicant proposes to treat approximately 37 acres of Swartout Lake with the aquatic pesticides Aquathol-K (active ingredient:  endothall) and copper sulfate for the control of nuisance aquatic plants and algae.  The 37-acre lake is located in Congers, New York. The target plant species include curlyleaf pondweed (Potamogeton crispus) and coontail (Ceratophyllum demersum).  The applications will be undertaken by a boat mounted sprayer.

The Department has made a tentative determination to re-issue a permit to discharge up to 1,800 gpd of treated domestic sanitary wastewater.  The existing system consists of a septic tank, buried sand filter of 1,800 square feet, and chlorinator, which would outlet to an existing on-site pond with an unnamed, intermittent outet that is a tributary to a Class C(t) stream (DEC Water Index No. D-53-1-5).  No modifications to the system are proposed.  The permittee will be required to continue to maintain records and report data to verify compliance with the permit conditions and discharge limits.  A draft permit is available for review at the NYSDEC Region 3 office.

The applicant proposes to treat a private, 5-acre pond located within State-designated Freswater Wetland D-16 (Class I) with the aquatic pesticide Cutrine Plus for the control of nuisance algae growth.  The proposed treatments will occur approximately 2 to 3 times per year, as needed to control algae growth from June to August.
