ENB Region 4 Completed Applications 05/24/2006

The applicant proposes to expand an existing ski resort, involving the construction of 3 hotel buildings and related utilities and accessories, including onsite water supply and distribution system.  The project involves replacing existing two culverts with box culverts, installing a stone apron on the bank for an outfall pipe from the proposed wastewater system.  The proposed wastewater system would discharge treated sanitary wastewater to a tributary of the Roeliff Jansen Kill.  The department has made a tentative determination to issue a permit for stream disturbance, water quality certification, and State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activities prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought, or the overall project.  A draft permit is available for inspection and comment at the Region 4 Office listed below.  

The applicant proposes to replace an existing cottage with a 1400 SQ FT 2 Story wood frame cottage on approximately the same footprint. The cottage will be on a slab foundation . The proposal also includes a pump out septic system, gravel parking area and additional fill in the existing lawn area to eliminate ponding from runoff from adjacent developed properties.

The applicant proposes to grade an area approximately 30 ft. x 30 ft. and to add sand to create a beach area on his property at 330 Pond View Way, adjacent to Dyken Pond, in the Town of Grafton, Rensselaer County.
